Rural Cooperative Development Grant
The Rural Cooperative Development Grant seeks to improve the economic condition of rural areas through cooperative development. Grant funds are provided for the establishment and operation of Centers that have the expertise or who can contract out for the expertise to assist individuals or entities in the startup, expansion or operational improvement of cooperative businesses.  Eligible applicants include: nonprofit corporations and institutions of higher education.  Award ceiling: $200,000.

Rural Community Development Initiative
The Housing and Community Facilities Programs seeks to fund grants that will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development. Applicants must provide matching funds in an amount at least equal to the Federal grant.  Eligible applicants include: City, Township, County, State governments; Special district governments; Public, Private, State controlled institutions of higher education; Native American tribal governments; and Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education.  Award ceiling: $300,000.

Assets for Independence Demonstration Program
The Administration for Children and Families (ACF), Office of Community Services (OCS), will accept applications for grants to establish and administer Assets for Independence (AFI) projects. Grantees provide an array of supports and services to enable individuals and families with low incomes to become economically self-sufficient for the long-term. A primary feature of each AFI project is that project participants are given access to special matched savings accounts called Individual Development Accounts (IDA), in which participants save earned income for the purchase of a home, for business capitalization, or to attend higher education or training. Applications will be screened and evaluated as indicated in this announcement. Unsuccessful applicants may submit new applications in any succeeding application cycle. This is a standing announcement. This announcement supersedes the standing announcement published in the Federal Register on February 2, 2005. It will be effective until cancelled or changed by the Director of OCS. Application due dates are January 15 and March 25 in 2008, 2009, and 2010.
