The City of Jacksonville's Cable Franchise Manager provides a link between the cable service provider and its customers and helps resolve residential subscriber complaints regarding cable television service. The Cable Franchise Manager also monitors the overall service performance of the franchised cable operator, enforces Federal Communications Commission standards for customer service and enforces all provisions contained in Chapter 710 of the Municipal Ordinance Code.
The City of Jacksonville's Cable Franchise Manager maintains regulatory jurisdiction over the city's cable television franchisee, Comcast. Comcast serves more than 200,000 homes in Duval County. This office is responsible for resolving customercable television complaints and monitoring Comcast's adherence to the local franchise. The Cable Franchise agreement is not applicable to cable service provided to a business, nor does it apply to the provision of internet or telephone service by Comcast.
