Solid Waste Fee Adjustments and Exemptions

If the city receives your application before July 1, your entire city fee bill will not be due until you are notified whether your application is approved or denied, except in the case of the solid waste fee vacancy adjustment.

If the city receives your application on or after July 1, and you have not paid your bill, you will be subject to late payment penalties.

If you have any questions, please call (904) 630-CITY (2489).

SOLID WASTE FEE ADJUSTMENTS

1. Unoccupied/Vacant Adjustment

The city will grant refunds to a property owner for the months during the billing service period when the premises is vacant.  For the purposes of this program, "vacancy" is defined as having no electric service for a period of at least 30 consecutive days.

*New!* Applications for vacancy adjustments will be processed after the billing service period ends (December 31).  This is to ensure collection is available should the vacancy status change unexpectedly during the service period.  It will also allow customers to apply only once for the entire amount of refund due.

*New!* The Solid Waste Division will independently verify electric service records.  The applicant will not be required to provide documentation from the electric utility.

2. Property Type Adjustment

This adjustment is for property owners to correct their property type designation (i.e., you are billed for a triplex when you really own a duplex) OR if your property is totally empty/vacant (contains no dwelling structures at all).

Property type changes made based on this application may apply to any stormwater fees charged to the property as well.

SOLID WASTE FEE EXEMPTIONS

Property owners that have contracts for private collection service may apply for an exemption (owe no fee). Proof of continuing service is required.

Property owners who are charged the solid waste fee but handle their own garbage disposal (i.e., take it directly to the landfill) without contractual assistance from a collection service will still be charged.

This application must be submitted annually.
