The City of Jacksonville's Cable Franchise Manager monitors the overall service performance of the franchised cable operation by enforcing all provisions contained in Chapter 710 of the Municipal Ordinance Code.

The City of Jacksonville's Cable Franchise Manager maintains regulatory jurisdiction over the city's cable television franchisee, Comcast.  Comcast serves more than 200,000 homes in Duval County.  The Cable Franchise agreement is not applicable to cable service provided to a business, nor does it apply to the provision of internet or telephone service by Comcast.

The Florida Legislature passed the Consumer Choice Act of 2007 which vests the authority for cable customer service complaints with the Department of Agriculture and Consumer Services in Tallahassee effective July 1, 2009.  That office now has sole authority to respond to all cable or video service customer complaints.  Comcast has suggested that in the event service is required that a customer call them first at 1-800-COMCAST.  Unresolved issues regarding Comcast cable services may be directed to the Florida Department of Agriculture and Consumer Services, 1-800-HELP-FLA.
