Chief Moreland

Charles E. Moreland serves as the Division Chief of Rescue for the Jacksonville Fire and Rescue Department (JFRD). He joined the department in 1990 and steadily progressed through the ranks to his historic appointment in 2003 as the department's first minority and African-American Chief of Rescue.

 

Moreland is responsible for all of JFRD's Emergency Medical Services (EMS) throughout Jacksonville, the largest metropolitan area in the United States, encompassing 841 square miles. As chief of the Rescue Division, Moreland leads a command of more than 200 personnel.

 

In addition to his professional tenure at JFRD, Moreland has an extensive educational background, ranging from Graduate level work to the recent completion of his Doctoral studies at Nova Southeastern University.

 

Recently, Moreland was honored as the 2009 Mark Fingeret EMS Administrator of the Year by the Florida Association of County EMS Providers. This distinction followed his appointment by Florida's Surgeon General, Dr. Ana M. Viamonte Ros, to a four-year term on the state Department of Health's EMS Advisory Council, the main body which influences the direction of emergency medical services statewide. In 2008, Moreland received the Marilyn Crook EMS Pioneer Award from the State of Florida's Bureau of EMS. That recognition was a product of his volunteer service as chairman of the bureau's Data Committee, which is committed to improving the delivery of pre-hospital care.

 

Moreland likens his philosophy for the pursuit of excellence to the following statement by Ret. General Colin Powell:

"There are no secrets to success. It is the result of preparation, hard work, and learning from failure."
