Community Development Division

Photo of work on the Royal Terrace Infrastructure Project.The division administers the Community Development Block Grant (CDBG)program awarded annually to the City of Jacksonville through the U.S. Department of Housing and Urban Development (HUD).  

CDBG program funds are sub-granted annually to public and private non-profit agencies that are responsible for developing and implementing programs that principally benefit low and moderate-income citizens or aid in the prevention or elimination of slums and blight. Awards are made to projects that best meet program eligibility requirements and address prioritized needs.

In accordance with funding requirements mandated by HUD, the City of Jacksonville Planning and Development Department prepared the 2005-2010 Consolidated Plan that identifies the needs related to housing, homelessness, community and economic development in Duval County and how those needs will be addressed through the expenditure of CDBG, HOME, ESG and HOPWA funds in a strategic and one-year Action Plan.  The one-year Action Plan, which outlines how this jurisdiction will address those needs during the current fiscal year, is updated annually. 

Other Division Activities
The Community Development Division supports neighborhood development in the city and assists with a variety of structural and organizational improvements. The division rehabilitates and redevelops slums and blighted areas, fosters town center initiatives and is responsible for relocating people displaced by these activities. Its mandate stipulates that funds received under a variety of specific government programs must be administered by the Housing Services Division. The division also coordinates activities with six CPACs.
