Most of these programs are based on a percentage of Area Median Income (AMI) as established by the U.S. Department of Housing and Urban Development.  The Area Median Income (AMI) for Duval County is $60,300.  Some of these programs waive the first time homebuyer requirement if a home is purchased in a U.S. Department of Housing and Urban Development designated target area.
