Utility Tap-In Program

The Utility Tap-In Program (UTIP) offers deferred payment loans to assist low- to moderate-income residents citywide with water and sewer line connection fees, associated plumbing costs and septic tank, drain field and well repairs or replacement.

The applicant must own and occupy their home, mortgage and property taxes must be current and total household income must not exceed 80 percent of the area median income for Duval County as established by the U.S. Department of Housing and Urban Development.
