The JHRC is a local law enforcement agency, established under Chapter 60 of the Jacksonville Municipal Code. The JHRC investigates complaints alleging discriminatory practices in employment, housing, and areas of public accommodations based upon a person's membership in a protected class, i.e. race, sex, religion, color, national origin, age, disability, marital, or familial status.

Additionally, the JHRC is responsible for administering the city's Equal Opportunity/Equal Access Program that promotes and enforces equal opportunity and access to and advancement within the city's workforce and adherence with federal contract compliance programs.

The Commission's authority is set forth in Title XI of the Jacksonville Municipal Code:

  • Chapter 400 – Equal Opportunity/Equal Access
  • Chapter 402 - Equal Employment
  • Chapter 406 - Public Accommodations
  • Chapter 408 - Fair Housing
