The Complaint Process

Complaints may be filed at the Jacksonville Human Rights Commission office located at 117 West Duval St., Suite 350, Jacksonville, FL, Monday through Friday between 8 a.m. and 10:30 a.m. and 1 p.m. and 3:30 p.m.  Or, you may call 904-630-4911 to schedule an appointment.

  • Upon your initial visit, you will be asked to complete a detailed Pre-Interview Questionnaire and you will be interviewed by an Intake Representative.  To save time during your initial visit, DOWNLOAD the questionnaire and fill it out prior to your visit. (If you have Adobe Acrobat Reader 8.0, you will be able to use the Typewriter Tool to fill in this form.)  Please allow approximately 2 hours for the initial visit and interview.
  • The Company or Agency (known as the "Respondent") charged with unlawful discrimination will be notified within 10 days that a complaint has been filed against them.
  • JHRC will request the Respondent respond to your allegations within 15 days by providing relevant documents.
  • The Respondent may ask for and be granted additional time (usually not more than 15 additional working days) to submit a response.  Normally, a response from the Respondent is received within 30-40 days after the charge has been filed.
  • You will be notified, by mail or telephone, once the Respondent's response is received.  A meeting will be scheduled with you to discuss the response.
  • You will be contacted, at least every 30-45 days to update you.
  • During this meeting, you will be asked to provide information, which can be used to support your case and disprove the Respondent's statements.
  • You will be asked to provide names of witnesses who can provide first hand information—only these individuals will be interviewed.
  • Every effort will be made to complete the investigation of your charge within 180 days.
  • Mediation is always an option prior to beginning an investigation.
  • If appropriate, efforts to reach a charge resolution may occur at any point during the investigation.  Any decision to accept or reject any offer from the Respondent will be made by you.
  • Your charge may be closed if you move and fail to provide a current address, or if you fail to cooperate with the investigation.
  • All charges of alleged employment discrimination are dual filed with JHRC, EEOC, and Florida Commission on Human Relations, who protect your Rights under local, state, and federal employment laws.
Under Florida law, e-mail addresses are public records. If you do not want your e-mail address released in response to a public records request, do not send electronic mail to this entity. Instead, contact this office by phone or in writing.
