- Ownership
- The City of Jacksonville can convey fee simple title to parcels.

- Mega Site Designation
- In 2006, McCallum Sweeney Consulting and CSX certified approximately 1,500 acres in the northern-most section of Cecil Commerce Center as a "Mega Site", a large industrial property qualified to support a major automotive manufacturing facility or similar activity.
- Architectural Review Board (ARB) Guidelines

- Permitting
- Site is pre-approved by all state and local zoning and land use regulatory agencies for light and heavy industrial, office and commercial applications.
- Pre-approved process permitting has been obtained for industrial applications up to and including semiconductor wafer fabrication.
- Endangered species survey has been performed. No endangered/protected species were found.
- All of Jacksonville and Duval County is an EPA designated Air Quality Attainment area with monitoring required only for ozone.
- Concurrency
- Site currently has enough concurrency trips to cover all of the proposed development included in the Master Plan for Cecil (32 +/- million SF), at no cost.
- Topography
- Wetlands encountered have been surveyed, permitted and are being mitigated through previously established mitigation bank.
- Slope varies less than 1 percent from the highest to lowest elevation across entire site.
- Geotechnical
- Recent soil analysis shows most soils on site are suitable for development.
- Sandy soils, 60 feet from surface to bedrock. No upper level rock strata encountered.
- Maximum soil bearing pressures for shallow foundations will be on the order of 3,000 to 4,000 psf.
- Soil testing indicates maximum column loads of 500 kips can be constructed on conventional shallow foundation systems.
- Below-grade structures feasible with top and bottom restraints and drainage provisions.
- Soil conditions are typical for Northeast Florida.
