From Bulletin G-02-06
With approval of the homeowner, Replacement of existing HVAC equipment, the installation cost of which does not exceed $7,500.00. This subsection does not include liquid propane, natural gas, oil source equipment or ductwork. In order for this item to be exempt from inspection, the attached
"Request for Inspection Exemption for Replacement of Residential HVAC Equipment" must be completed and returned to the Building Inspection Division.
13 SEER- The Federal government has mandated a minimum 13 SEER for all units manufactured after January 16th, 2006. The state of Florida Building Code still allows a SEER rating less then 13 if the energy sheet passes. Existing homes can have 10 SEER equipment installed when an energy sheet is not required.
Air handlers in attics- Residential construction allows for air handlers to be installed in attics. You must follow the code restrictions and have a letter posted in the electric panel. Commercial construction does not allow for air handlers in attics. you must define an attic in this application.
Rooftop Equipment installations- Rooftop equipment must comply with the Building code section 1509.7
1509.7 Mechanical units.
Roof mounted mechanical units shall be mounted on curbs raised a minimum of 8 inches (203 mm) above the roof surface, or where roofing materials extend beneath the unit, on raised equipment supports providing a minimum clearance height in accordance with Table
1509.7 .

The 2004 Building Code was adopted in October 2005 and most houses should fall under it now so be sure that you comply with some new codes.
305.5 Protection against physical damage. Protective shield plates shall be a minimum of 0.062-inch-thick (1.6 mm) 16 gauge steel, shall cover the area of the pipe where the member is notched or bored, and shall extend a minimum of 2 inches (51 mm) above sole plates and below top plates.
307.2.5 Pipe insulation.
All horizontal primary condensate drains within unconditioned areas shall be insulated to prevent condensation from forming on the exterior of the drain pipe.
M1307.2 Anchorage of appliances.
Appliances designed to be fixed in position shall be fastened or anchored in an approved manner.
M1403.1 Heat pumps.
The minimum unobstructed total area of the outside and return air ducts or openings to a heat pump shall be not less than 6 square inches per 1,000 Btu/h (13 208 mm 2 /kW) output rating or as indicated by the conditions of the listing of the heat pump. Electric heat pumps shall conform to UL 1995.
M1403.2 Foundations and supports.
Supports and foundations for the outdoor unit of a heat pump shall be raised at least 3 inches (76 mm) above the ground to permit free drainage of defrost water, and shall conform to the manufacturer's installation instructions.
