What is Comprehensive Planning?
Comprehensive planning is a tool used to guide future growth and development. Comprehensive plans contain chapters or "elements" that address future land use, housing, transportation, infrastructure, coastal management, conservation, recreation and open space, intergovernmental coordination, and capital improvements.
What is the EAR?
Every seven years, state law requires the City of Jacksonville to review and evaluate its Comprehensive Plan. This is called the Evaluation and Appraisal Report, or the EAR. The purpose of this planning process is to update the Comprehensive Plan and to assess our progress in implementing the Plan. This process was completed and found in compliance by the State Department of Community Affairs (DCA) in January 2008. Recommendations from the EAR are now being implemente to form the transition of the 2010 Comprehensive Plan into a plan that will address the future, the 2030 Comprehensive Plan. The Planning and Development Department hopes to have a final draft of the 2030 Comprehensive Plan ready for introduction by the City Council by spring/summer 2009. Updating the Future Land Use Map is a major component of implementing the EAR.
Background Information on the EAR
One of the early steps in the planning process for the EAR was obtaining public input into the most important local issues affecting our community. A citywide visioning effort, Blueprint for Prosperity, provided a foundation for the EAR and many of the local issues to be reviewed in the EAR came from that process.
