The Transportation Planning Division addresses transportation policy issues and planning and development activities and is a key participant in coordinating land use and transportation issues related to land development.
The Division also provides interagency coordination with local and regional transportation partners including the Jacksonville Transportation Authority (JTA), Jacksonville Airport Authority (JAA), Jacksonville Port Authority (JPA), First Coast Metropolitan Planning Organization (FCMPO), and Northeast Florida Planning Council.
The Transportation Planning Division also includes the Concurrency Management System Office (CMSO) section, which assists the public with review and recommendations on applications for development.
Chapter 163, Part II, Florida Statutes and Rule 9J-5 Florida Administrative Code require that all development orders by the City of Jacksonville be tested by city departments and/or agencies for concurrency. The concurrency requirement mandates that before any proposed development can obtain a final development order in Jacksonville, it must be demonstrated that its impacts (traffic) can be adequately absorbed by the public facilities (roads) scheduled to service it.
