The City of Jacksonville has prepared this report to support the establishment of a Transportation Concurrency Exception Area (TCEA) for the downtown. This report provides the data and analysis to support the downtown vision by amending the City's Comprehensive Plan to create the TCEA. The TCEA designation is being pursued under Rule 9J-5.0055(6)(a)2 of the Florida Administrative Code as a specific geographic area delineated in the comprehensive plan and an urban redevelopment area containing not more than forty percent developable vacant land.
