In March 2007, the City of Jacksonville made changes to Part 10 of the zoning code related to property around military airfields and civilian airports. These changes limited development rights for some property owners. It is important to note, however, that the current law does allow a property owner to rebuild or expand an existing home and build or rebuild new detached structures. It does not require property owners to retrofit existing structures to meet noise reduction standards.

While these changes affected areas around all military and civilian airports in the city, the area with the most significant impact is located around OLF Whitehouse on Jacksonville's Westside.

The city has proposed changes to the existing code that would restore property rights for all affected property owners as quickly as possible.

Affected property owners are encouraged to review the proposed draft legislation and provide comments and feedback to the city's Planning and Development Department.
