Major utility construction is defined as any proposed underground utility that is 1,000 feet or more in length. This type of construction will need to be submitted for Site Development Plan Review prior to issuance of a Right of way Permit.

DOWNTOWN UTILITY WORK
When work is proposed within the downtown area (PDF 636KB), the customer needs to first contact the Downtown Development section of the Jacksonville Economic Development Commission to review the special design standards (PDF 6KB). Before submitting the plans, the customer needs to contact the Concurrency Management System Office to obtain a City Development Number (CDN).

SUBMITTAL REQUREMENTS
- Once the CDN is obtained, submit eight sets of the utility plans for review.
- Provide a completed right of way permit application (PDF 616KB) if you wish the permit to be issued immediately after plan approval.
- Provide a transmittal letter letting us know where to return any comments or the approved permit.
- Make sure the transmittal letter includes a fax number or an e-mail address.

PLAN REQUIREMENTS
General
- The plans will need to be on 24"x36" paper or, if the drawings are legible, 11"x17" paper.
- The plans will not need to signed and sealed by Registered Professional unless there are materials used that are not in accordance with City Standards.
- The plans will need a vicinity map on the cover page
- The plans will not need the Standard Cover Page for Site Development Plans.
Review Agencies - Following is a list of the agencies that will review the plans and the basics of what they will be looking for:
- Review Group's Field Engineer – Restoration of the city's right of way in accordance with City Standards
- Provide roadway and ditch crossing details.
- Provide city standard roadway repair details.
- Keep in mind that cutting roadways that are five years old or less will require a major overlay. A roadway bore may be easier.
- Provide cross sections of roadway, driveway, and sidewalk bores.
- Make sure the crossing uses one of the crossing methods in and conforms to City Standard Specifications Section 189.
- Tunneling or jetting is not allowed.
- Landscape Section – Protection or mitigation of protected trees (City Ord. Sections 656.1201 through 656.1222 available at the Jacksonville section of municode.com):
- Work within new subdivisions: there should not be any need for a tree survey for utility construction within new subdivisions. We have a copy of the approved subdivision plans here which should show all trees. Trees in the right-of-ways of a new subdivision may be transferred to your plans.
- Work within subdivisions older than 2000 or work not within a subdivision: a tree survey will be needed along the entire run of the utility for both trenching and directional bore.
- All trees listed as protected by City of Jacksonville ordinance will need to be protected in accordance with City Standards.
- Traffic Engineering – Maintenance of traffic and roadway / sidewalk closures:
- Take a look at where the construction is taking place in relation to traffic lanes. From the standard maintenance of traffic (MOT) details, pick the one(s) that fit the situation(s). State on the plans which MOT detail(s) will be used and where. Include the appropriate MOT detail(s) within the plans. Make sure the detail(s) have the correct notes. To get a copy of the MOT details, contact Traffic Engineering.
- If no standard MOT detail fits a particular situation, a custom MOT will need to be developed and included in the plans.
- Drainage Review – A sheet showing general erosion and sediment control information:
- Provide general erosion control notes:
- Caution: all utility locations are approximate and must be located prior to construction.
- Vegetation clearing will be kept to the absolute minimum necessary for construction.
- Material resulting from excavation will not be placed in such a manner that it is dispersed by current or other forces. The material should be collected and contained at one site as appropriate.
- Heavy equipment working in wetlands will be placed on mats or low ground pressure equipment used during construction to limit soil disturbance to the minimum area required to install the utility.
- No staging areas or temporary access roads will be placed in wetlands
- Appropriate siltation and erosion controls will be used and maintained in effective operating condition during construction, and all exposed soil and fills will be permanently stabilized at the earliest practicable date.
- Sediment control fence (silt fence) should be installed and maintained for the duration of the construction. Silt fence will be installed along and within the right-of-way line (12 ft. Away from the edge of the right-of-way), if a body of water or potential wetland is located within 60 ft. From the edge of the right-of-way. Any other situations will be approved by engineer.
- When constructing in wetlands, the top 6 to 12 inches of the trench will be back filled with top soil from the trench.
- Excess material will be removed from the wetland and place on upland areas immediately upon completion of construction.
- Exposed slopes of stream banks will be restored to their original contours and stabilized immediately upon completion of construction.
- Any temporary fills must be removed in their entirety and the affected areas returned to their pre-existing elevation.
- Any disturbed area will be reseeded with native grass seed, and sediment control fence should be removed immediately upon completion of construction.
- When constructing in city limits, all roadway drains, such as inlets near curbs or drop inlets on roadways which are located within the right-of-way, shall be protected with typical inlet sediment filters. These filters will be removed immediately upon completion of construction.
- All cable markers to be placed as far back to right-of-way line as possible.
- All hard surface thoroughfares to be directional bored minimum 60" below surface minimum 5' from edge of pavement of surface to be crossed.
- All hard surfaced driveways to be directional bored.
- Drawing disclaimer: facility locations are general in nature. Engineer will not be held accountable for the accuracy of the information provided on these drawings. Contractor must locate all utilities prior to construction.

REVIEW PROCESS
When submitted, the plans will be routed to the various review agencies. When all review agencies have completed their reviews, either review comments will be returned for correction, the provided permit application will be approved and issued, or the plans will be approved and returned for use with future permit issuance.

TIMEFRAMES
It is our desire to complete first reviews within 28 working days and each subsequent review within 14 working days. If the plans are received during the morning hours, tracking begins on the same day. If the plans are received during the afternoon, tracking begins the next working day.

DIGITAL AS-BUILT DRAWINGS
When the utility construction is complete, we will need an as-built drawing submitted on a computer disk. The drawing will need to be in AutoCAD DWG format or standard DXF format. It will also need to have references to State Plane Coordinates in at least two locations along the utility run.
