Stormwater Utility LogoThe Jacksonville Stormwater Utility is responsible for overseeing the development and construction of large-scale drainage improvement projects in established neighborhoods.  These projects are intended to both reduce flood conditions and provide treatment of pollutants of the stormwater.

Project dates listed below are current as of October 21, 2009.  Date shifts may be attributed to unforeseen complications involving issues such as property acquisition or permitting.

Major capital projects are typically completed in three phases:  Phase 1 - Study, Phase 2 - Design and Phase 3 - Construction.

PROJECTS IN CONSTRUCTION (Phase 3)

HUGH EDWARDS AREA DRAINAGE
Project Area The vicinity of Hugh Edwards Drive, Burpee Drive and Wilson Boulevard
Scope Stablize the outfall to reduce erosion
Budget $1.6 million

LINCOLN VILLAS - EAST SIDE
Project Area The vicinity of Redpoll Ave., Shrike Ave., Finch Ave. and Thrasher Ave.
Scope Reconstruct existing drainage system, including installation of three stormwater ponds
Budget $4.4 million

MELBA/GREEN AREA DRAINAGE
Project Area Within Powers Park, on Post Street, and in various locations in the immediate area.
Scope Construct a 2 1/2 acre stormwater pond within Powers Park, install a new trunk line under Post Street, and other, localized facility improvements
Budget $3.1 million

  • Bunche Road Pond Modifications
    • Scope: Reconstruct Cleveland Road pond at Bunche Drive
    • Budget: $1.2 million
    • Current Anticipated Start: TBD
  • Lincoln Villas - Phase 2 (Westside)
    • Scope: Reconstruct existing collection system to alleviate flooding conditions
    • Budget: $2.65 million
    • Current Anticipated Start: FY 09/10
  • Magnolia Gardens Phase 2 - Carnation Road
    • Scope: Clean/re-grade existing ditches and replace culverts as needed
    • Budget (all phases): $1 million
    • Current Anticipated Start: FY 09/10
  • Mandarin/Orange Picker Drainage Improvements
    • Scope: Construct ditch improvements to facilitate proper stormwater drainage and reduce flooding
    • Budget: $2 million
    • Current Anticipated Start: FY 09/10
  • McCoy's Creek Pond "C" & Burke Street Pond (Air Liquide Site)
    • Scope: Construct improvements to the existing collection system(s) and build a stormwater pond within Hollybrook Park (Pond "C") and on the former Air Liquide site on Burke Street.  These improvements will reduce flooding in the McCoy's Creek basin and provide stormwater treatment.
    • Budget: $4.4 million (both projects)
    • Current Anticipated Start:  Pond "C", Late 2010; Burke St., Early 2010
  •  Newtown Area Drainage Improvements
    • Scope: Line outfall pipe and rebuild portions of the collection system
    • Budget: $1.9 million
    • Current Anticipated Start: Late 2009
  • Paul Avenue Outfall Improvements
    • Scope: Construct retrofit pond to reduce flooding
    • Budget: $1.4 million
    • Current Anticipated Start: Summer 2010
  • Pinedale Area Drainage Improvements
    • Scope: Improve drainage system in the area
    • Budget: $2.2 million
    • Current Anticipated Start: FY 09/10
  • Springfield Infrastructure (Silver St.) Improvements
    • Scope: Improve trunk line under Silver Street and collection system in surrounding area
    • Budget: $5 million
    • Current Anticipated Start: FY 09/10
  • Venetia Terrace Drainage Improvements
    • Scope: Improve outfall system to reduce flooding
    • Budget: $3.8 million
    • Current Anticipated Start: FY 09/10

PROJECTS IN PLANNING/STUDY (Phase 1)

  • Country Creek Drainage Improvements
    • Project Goal:  Design and construct improvements to alleviate flooding in the Hammond Forest and Country Creek neighborhoods, particularly those properties along the outfalls directly connected to Country Creek.
    • Budget: $6 million
    • Current Anticipated Start: Spring 2011


  • Hamilton/Jersey Outfall Improvements
    • Project Goal: Design and construct improvements to the existing stormwater collection system that serves the area in the vicinity of Hamilton and Jersey Streets, between Roosevelt and Cassat.
    • Budget: $2.9 million
    • Current Anticipated Start:  Spring 2011

  • Miruelo Circle Drainage Improvements
    • Project Goal: Design and construct improvements to the existing stormwater system and outfall to alleviate flood conditions within the San Jose Estates neighborhood, particularly on Miruelo Circle.
    • Budget: $2.8 million
    • Current Anticipated Start: Early 2011
