Acquire FDOT approval for the Joe Carlucci Park entrance road off Heckscher Drive before closure approval.

Retain Heritage River Road ROW in its entirety until proposed COJ entrance roadway and parking is constructed and functioning for the Joe Carlucci Park.

Address all stormwater runoff to and from closure area with the proposed development.

ATT currently objects to the closure of the ROW as indicated. ATT currently has facilities both aerial and buried along the entire length of the proposed closure to provide service to the existing boat ramp at 8414 McKenna Dr.  Facilities could be moved to the proposed new ROW. However, this work would be billable and require a contract between the petitioning party and ATT. All work would need to be completed before ATT will approve the closure.
