The Right of Way and Grounds Maintenance division plans, builds and maintains the streets, highways and drainage facilities and their landscapes. It maintains traffic control devices, including railroad crossings, and maintains landscaping at public buildings, streets, parks and other public sites. It helps avoid wasteful duplication of efforts by coordinating the efforts of all agencies concerned with streets and highways.
The division has area offices located across Jacksonville.

Jeff Beck has served the City of Jacksonville for more than 20 years. He began managing capital projects and contract maintenance programs within the Streets and Drainage Division. In 1993, Beck was promoted to engineer manager responsible for maintenance operations, construction and capital projects. He was appointed chief of the Streets and Drainage Division in September 2002. Prior to working for the city, he was project engineer on several major roadway construction projects for the West Virginia Department of Highways. He holds a Bachelor of Science degree in civil engineering from West Virginia University and is a licensed professional engineer in Florida and West Virginia.
