The Public Works Department plans, builds and manages most of the infrastructure elements that keep the city functioning. With backgrounds in civil engineering, the department's director, deputy directors and their staff ensure that Jacksonville's infrastructure and public facilities are in good working order, and that essential services are provided for everyone in the city.

Joey V. Duncan, P.E.

Joey Duncan became Director of Public Works in June 2006, following a nearly 25-year career with JEA. There, he served as project management manager for the utility, overseeing initial installation, modification and repair of electrical power generation systems, water and wastewater processing. Before that, he was project general manager for the Northside Repowering Project, where he was responsible for the design, management and construction of a $630 million power plant. Duncan also served as a team leader, a civil engineering supervisor and a project engineer in his time with JEA. Duncan received his Bachelor of Science degree in civil engineering from Clemson University and his master's degree in engineering management from the University of South Florida.

Mayor John Peyton appointed John Pappas Deputy Director of Public Works in October 2007. As Deputy Director, he oversees the Real Estate and Engineering and Construction Management Divisions. Pappas began his career with the City of Jacksonville in 1985 as an associate engineer, directly after graduating from the University of Florida with a Bachelor of Science degree in civil engineering. He acquired his professional engineer's license in 1990 and was promoted to engineer manager with the maintenance and construction support branch of the Streets and Drainage Division in 1999. In 2000, he became manager of Paving and Drainage Design, and promoted to City Engineer in September 2002.

Mayor John Peyton appointed Jeff Beck as Deputy Director of Public Works in 2009. He began his career as a project manager for the West Virginia Department of Highways. Beck joined the City of Jacksonville in 1986 and most recently held the position of City Highway Engineer. Beck holds a Bachelor of Science degree in civil engineering from West Virginia University.
