Behavioral and Human Services Division

The Behavioral and Human Services Division offers programs and services that help people enjoy a better quality of life in the community, particularly those with special needs.  Our services are designed for people with substance abuse and mental health issues, AIDS and HIV, victims of crime, and those individuals who are in need of emergency financial assistance.

The Behavioral and Human Services Division has been serving Jacksonville since 1923 in various forms and under different names; it became part of local government in 1968 during Duval County's consolidation. The division has the responsibility for administering and operating welfare, mental health, and substance abuse activities, in accordance with Chapter 23, Section 201, of the City of Jacksonville's Ordinance Code. The division oversees several state mandated functions, including burial of the indigent dead, Medicaid inpatient hospital and nursing home matching funds, and Health Care Responsibility Act payments. The division also administers the federally funded Ryan White C.A.R.E. Act, Part A program. The Victims Service Center has been providing internationally recognized comprehensive services for victims of crime and their significant others since 1991.
