In order to preserve the integrity and character of historic resources, the Jacksonville Historic Preservation Ordinance established a review process for work done on designated properties.

A Certificate of Appropriateness (COA) is a document approving work on local landmarks or properties in historic districts based on consistency with applicable design guidelines or standards. Most routine repair and projects with minimal visibility can be administratively approved. These applications are usually processed within 1-3 days. More substantial changes, including any alterations, new construction, demolition or relocation are forwarded to the Jacksonville Historic Preservation Commission for a public hearing and review. These applications must be submitted with all required documentation two weeks prior to the Commission's scheduled meeting to be placed on that month's agenda. Any conditions placed on a COA become part of a related building permit.

Steps to Obtaining a COA
