Michael Boylan

Michael and his family moved to Jacksonville in May, 1999 when he joined WJCT Public Broadcasting as its President & CEO.  During his tenure WJCT completed the federally mandated transition to digital television in 2003, not only broadcasting in high definition but increasing its number of television channels from one to five, the last of which was the PBS Kids Channel.  In 2006 WJCT introduced the area’s first full-powered HD radio station and added three more HD radio services thereafter. Under his leadership WJCT forged numerous community partnerships and the development of a wealth of local programs and outreach initiatives, including the highly popular radio program, First Coast Connect. In 2013 Michael took the lead in forging the Digital Convergence Alliance, the creation of a broadcast operations service, managed and operated by WJCT’s affiliate, JCT Services. For ten years the DCA provided more than 17 million households with its public television programming, all emanating from Jacksonville.

His personal commitment of service spans the entire time he has called Jacksonville home. He held board leadership roles on a broad array of community organizations including Leadership Jacksonville, Volunteers in Medicine, the North Florida Council of the Boys Scouts of America, the Jacksonville Symphony Association, Visit Jacksonville and St. Vincent’s Healthcare, to name just a few.  Just prior to his election to the City Council in 2019 he served as the Chair of the Northeast Florida Long Term Recovery Organization (NFLTRO) leading more than 30 faith-based, non-profit, governmental agencies and businesses working together to assist thousands of families in the repair and/or replacement of their homes damaged during Hurricane Irma.

Michael’s first priority continues to be serving the constituents of District 6…responding to every email and call, in order to get their concerns addressed, often times requiring onsite visits with members of the city’s various administrative departments or JSO.  Beyond that he took on multiple leadership roles during his first term.  For three years, he had a hand in managing the extraordinary growth this city is experiencing. Upon completion of his term as the Chair of the Land Use and Zoning Committee in 2021, Council President Tommy Hazouri kindly recognized his ability to manage the committee’s great workload by honoring him with the Mary Singleton Award for Outstanding Committee Chairmanship.
 
In 2022/23 CP Freeman charged Michael to head up a special committee to address three critical issues plaguing our community… access to health care, affordable/workforce housing & homelessness.  The Critical Quality of Life Issues Committee was broken into three working groups with each co-chaired by a council member and subject matter expert and tasked to address the following questions:

1. What is the scope of each issue?
2. What are entities within the public, private & nonprofit sector currently doing to address each issue?
3. What best practices or policies have other communities adopted that may assist us in addressing each issue?

The committee was charged with delivering a report outlining the answers to these three questions and offer recommendations before the end of the 2022 calendar year. In addition to being recognized by CP Freeman with the President’s Award, the American Planning Association also honored the work of the committee with its 2023 Award of Excellence.  More importantly, much of the recommendations have been embraced by the full Council and served as a foundation for many of the recommendations (and subsequent funding) Mayor Deegan’s transition committees put forward.

Rivaling the work of CQLI Committee, in terms of importance, was serving as the Chair of the Future of the JEA committee.  Right on the heels of the failed attempt to sell JEA in 2020 this was a yearlong effort in recrafting Article 21 of the city’s charter, that involved colleagues, the Office of the General Counsel, and industry experts (within and outside of JEA). Collectively it infused safeguards into the Article to ensure greater transparency, board and management accountability, a roadmap for expanding and/or developing new services and most of all the assuredness that JEA will remain an asset of the city for many, many years to come. 

A graduate of John Carroll University, Michael received his Master’s degree in Telecommunications from Kent State University. He and his wife, Susan, have been married for forty-eight years. Mandarin has been their home since arriving here in 1999. They have two grown children, two grandsons and one granddaughter all of whom who reside in Mandarin. They are members of San Juan Del Rio Catholic Church where he has served as chair of its last two building campaigns.
