Notice of Special Land Use & Zoning Committee Workshop

PURSUANT TO RECENT CHANGES IN STATE LAW, BEFORE CONSIDERATION OF ANY APPLICATION FOR RESIDENTIAL DEVELOPMENT, IT MUST BE ASCERTAINED WHETHER THERE IS SUFFICIENT SCHOOL CAPACITY AVAILABLE TO MEET THE INCREASED DEMANDS CAUSED BY THE PROPOSED DEVELOPMENT. IN THE EVENT THAT SCHOOL CAPACITY IS NOT AVAILABLE, THE DUVAL COUNTY SCHOOL BOARD AND THE MUNICIPALITY MUST DETERMINE WHETHER THE IMPACTS OF THE DEVELOPMENT CAN BE APPROPRIATELY MITIGATED. THE PROCESS FOR DETERMINING WHETHER SUFFICUENT CAPACITY IS AVAILABLE AND THE DETERMINATION OF MITIGATION MUST BE OUTLINED IN AN INTERLOCAL AGREEMENT BETWEEN THE DUVAL COUNTY SCHOOL BOARD AND THE CITIES OF JACKSONVILLE, JACKSONVILLE BEACH, NEPTUNE BEACH AND ATLANTIC BEACH AND THE TOWN OF BALDWIN. ADDITIONALLY, EACH LOCAL GOVERNMENT MUST ADOPT A PUBLIC SCHOOL FACILITIES ELEMENT IN THEIR RESPECTIVE COMPREHENSIVE PLANS TO ADDRESS SCHOOL CONCURRENCY.

A public workshop will be held to discuss the development of Duval County's Interlocal Agreement and the various municipalities' Public School Facilities Comprehensive Plan Element. Members of the Land Use & Zoning Committee, Jacksonville City Council, Duval County School Board, Jacksonville Planning Commission as the Local Planning Agency and representatives from the Cities of Jacksonville Beach, Neptune Beach, Atlantic Beach and the Town of Baldwin will be in attendance. The workshop will be held on:

A copy of the ordinance is available for public inspection in the City Council Legislative Services Division, Suite 430, City Hall, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. All interested parties may appear at the workshop and be heard with respect to the proposed ordinance.

If a person decides to appeal any decision made by the Council with respect to any matter considered at such meetings, such person will need a recording of the proceedings and for such purpose such person may need to insure that a verbatim transcript of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
