Equal Business Opportunity/Contract Compliance

Mission:
The Equal Business Opportunity Office (EBO) was designed to promote fair and equitable opportunities to all vendors participating in the Jacksonville Small and Emerging Business (JSEB) program, in the city of Jacksonville's procurement process. Additionally, the EBO office strives to strengthen and build positive relationships between community business owners and local government.

Objective:
The JSEB program seeks success to create a contracting environment in which everyone has the opportunity to flourish.  The program goals are to:

  • ensure compliance on city projects
  • promote economic development by offering technical and educational assistance
  • encourage cooperative communication amongst various local agencies
  • assist with financial needs by providing short-term lending programs

Meet the new team!

Derrick Willoughby – Jacksonville Business Assistance (JBA) Administrator
Derrick is the administrator of the Jacksonville Small and Emerging Business (JSEB) Program. Under the direction of Annette Davis, deputy director of the city's Department of Central Operations, Derrick assists with overseeing and monitoring the program and staff to ensure compliance with city ordinance Sec. 126.609. He also works in conjunction with the deputy director in setting policies and procedures that coincide with and clarify the administration of the JSEB program. Derrick ensures that the daily work of the team is handled accurately, and timely.


Chuck McNeil – JBA Analyst
Chuck is responsible for collecting data from the City of Jacksonville's systems to create reports related to the JSEB Program and its goals. He is currently working with the Information Technology Department to create a program that will capture the data from the various city accounting and procurement systems into one central area for more timely and accurate reporting. Further, Chuck reviews applications submitted by vendors for certification and recertification in the JSEB Program.

Ezra Thomas – JBA Contract Compliance Officer – Construction
Ezra is responsible for reviewing bid opportunities routed from the Procurement Division and city departments for JSEB goal setting prior to those opportunities being advertised to the public. Ezra is the division's point of contact for contract compliance related to construction projects with JSEB participation requirements and set-aside projects. His role spans from setting project goals to bid reviews and ultimately monitoring the project for compliance and contractor performance. Ezra also reviews applications submitted by vendors for certification and recertification in the JSEB Program.

Martha Eaves-Knox – JBA Contract Compliance Officer – Professional Services
Responsible for reviewing bid opportunities routed from the Procurement Division and city departments for JSEB goal setting prior to those opportunities being advertised to the public. Martha is the division's point of contact for contract compliance related to professional services projects with JSEB participation requirements and set-aside projects. Her role spans from setting project goals on RFPs, reviewing vendor proposals for meeting the goals set, and ultimately monitoring the project for compliance and contractor performance. Martha also reviews applications submitted by vendors for certification and recertification in the JSEB Program for approval according to city code.
