FREQUENTLY ASKED QUESTIONS (FAQs) about the Jacksonville Small and Emerging Business (JSEB) Program administered by the Equal Business Opportunity/Contract Compliance (EBO) Division
JSEB Certification and Recertification
1. Does my business qualify to be a JSEB?
In order for a business to qualify for the JSEB program, a firm seeking JSEB certification must demonstrate to EBO by a preponderance of the evidence that it meets all the requirements of section 126.609 including without limitation, residency, personal net worth, ownership, control, and independence. 2. How long is the JSEB application process?
EBO conducts a thorough review of each applicant in determining whether an applicant firm meets the standards of Section 126.609. The EBO Division makes eligibility determinations for JSEB certification within ninety (90) days of receiving all information required under section 126.609. Review the ordinance code that governs the program at Section 126 Part A and Part B.
3. How long are JSEB certifications valid?
JSEB certifications are valid for one (1) year; however, the certification can be extended for up to four (4) one (1) year terms upon the submission of an affidavit, under penalty or perjury, confirming the continued accuracy of the original certification or identifying changes.
4. Can my application be notarized in the EBO Division office?
No. In order to conduct a thorough review for JSEB certification, EBO requires applicants to timely submit completely filled out and notarized certification applications and documents.
5. Can my application be processed as a high priority if I am trying to bid on an upcoming
project?
No. The EBO Division reviews certifications on a first come, first serve basis. While efforts may be made to accommodate an applicant’s issue of time, failure to timely submit applications will not be deemed more urgent than a company that has timely submitted its application.
6. Does my JSEB certification remain in effect while I am going through the re-certification
process?
JSEBs must submit their continuing eligibility affidavits and supporting documentation at least ninety (90) days before certification expires to ensure continued eligibility. Affidavits received prior to expiration will ensure continued eligibility until a final determination has been rendered.
7. How many continuing education points must I obtain for JSEB re-certification?
JSEBs are required to obtain continuing education equivalent to 20 points or greater during each year of their certification period. For more information, visit the JSEB Education Program web page.
8. Can continuing education classes that I am required to complete because of my trade or
license be used to fulfill my JSEB education requirements?
Yes. Professional continuing education is usually required for professional trades or licenses, and you can receive points toward fulfilling the JSEB education requirements. Learn more education information can be found at Continuing Education Requirements.
9. What happens if I do not complete my continuing education point requirements prior to my
JSEB renewal date?
Failure to complete the continuing education requirements may result in a firm being denied re-certification in the JSEB program. As such, these situations are reviewed by the EBO Division on a case by case basis.
10. If I am certified as a DBE or MBE through a state or federal agency, am I also certified by
the City of Jacksonville as a JSEB?
No. These three types of certifications are separate and distinct programs.

Access to Capital
12. Does the JSEB Program offer small business start-up grants?
No. However, the JSEB Program has established an Access to Capital loan program. The Access to Capital Program provides loans to JSEB businesses for the mobilization funds needed to start work on municipal contracts. Assistance with Starting a Business
13. Does the EBO Division assist people with starting new businesses?
No. Our staff does not provide assistance or give advice related to starting a business. Our role begins after a business has been established.
