JSEB Educational Program
The JSEB Educational Program provides certified vendors with business training, counseling and mentoring opportunities required for growth. According to City Ordinance 2004-602, section 126.609(b), all certified JSEBs are required to participate in some form of education/training offered and approved by the Equal Business Opportunity/Contract Compliance (EBO) Division.
JSEB Continuing Educational Requirements
Effective February 1, 2006 certified vendors are required to participate in the program for continued eligibility as a JSEB. The following requirements must be met by all certified vendors:
New JSEB Vendor Orientation
All JSEB applicants are now required to attend a 2 hour orientation on doing business with the City of Jacksonville. This orientation will complete your certification process and prepare your company to do business with the city and other local entities.
The topics that will be covered at the orientation include but are not limited to:
• Benefits of the JSEB Program
• City's procurement process
• JSEB obligations
• City's business partners
• Controls and evaluations

Recertification Term
Vendors are required to obtain continuing education equivalent to 20 points or greater during each year of their certification period. 10 points will be earned for each of the following:
- Professional Continuing Education - Usually required by their profession, vendors will receive points by completing their CEUs or Professional Development Units (PDUs).
- Workshops or Courses - Workshops or seminars must be trade and/or business related. Training must be at least three hours in length.
- Seminars - Seminars must be trade and/or business related. Seminars must be at least one hour in length.
- Business Counseling - Training must be trade and/or business related. Counseling must be with a qualified business counselor/analyst and be at least one hour in length.
Determination of Business-Related Training
Each company will be assessed based on business type and required expertise. The EBO Division will be providing guidance to the vendors concerning the applicability of various training activities and submitting the recertification application.
Training Providers
Vendors can receive training through trade or professional associations or organizations, online classes or from a variety of educational sources offering business training. Additional training can be obtained through the City of Jacksonville and its city's business partners:

JSEB Responsibilities
Continuing Education Options
Any vendor involved in a formal mentor/protégé program for the benefit of enhancing his/her company will be considered for continuing education credits. Such vendor will be required to submit proper documentation which will be reviewed and approved by the EBO Division.
JSEB CEU Completion Form
In an effort to effectively track the recertification credits, the EBO Division has designed a completion
form for your use. Information on workshops, seminars or other professional continuing education should be listed on the completion form. This form needs to be completed and submitted along with your recertification application annually.
