Ordinances 

The Jacksonville Ordinance 2004-602 with revised Chapter 126  was approved and enacted Aug. 10, 2004.  This legislation replaces the former Small Business Enterprise/Small Disadvantaged Business (SBE/SDBE) program with the Jacksonville Small and Emerging Business (JSEB) program. In 2005, Ordinance 2005-944 was approved and enacted amending various sections (Part 6A (PDF 20kb) and Part 6B (PDF 48kb) of Chapter 126.

JSEB Application and Renewal

  • JSEB Renewal Affidavit (257kb) - The No Change Declaration affidavit may be used to renew your certification with the City of Jacksonville Small and Emerging Business (JSEB) program.  If you have not been through the certification process, you may do so by completing the full JSEB application which can be accessed, by link, above.  If you are unsure of your company's certification status with the City, please contact the Equal Business Opportunity office at 904-255-8840.
  • The City of Jacksonville is now the certifying agent for JEA.  All vendors certified with the City of Jacksonville are also certified to bid on JEA projects.

Adding Commodities 

Additional Areas of Certification - If your company is seeking to increase certification of additional commodities under your JSEB certification, the owner must first add these commodity codes to their firm's JAXPRO account, then download the form below and submit it with the required supporting documentation to our office.  Certifications will be granted only in those areas for which the owner has the ability and expertise normally required by the industry for the field for which certification is sought.

Joint Venture 

Joint Venture Application/Affidavit - An association of two or more business enterprises having entered into a formal agreement, which, without limitation, contemplates the resulting joint venture entity's pursuit of an award and the potential establishment of a prime contracting relationship with the City of Jacksonville.  To be eligible for consideration, a joint venture must meet the requirements of Part 6 of Chapter 126, Jacksonville Ordinance Code and possess proper licensing in the area being bid at the time of bid opening (proof of the joint venture agreement and proper joint venture licensure must be provided at the time of bid opening on a bid by bid basis).

Jacksonville Multi-Jurisdictional Disparity Study

Five Jacksonville local agencies are conducting a Multi-Jurisdictional Disparity Study (“Study”) to determine whether their construction, design and engineering, professional services, equipment, supplies, goods, and other services contracts are being equitably awarded to ready, willing, and able contractors. The five agencies participating in the Study include: the City of Jacksonville, the Jacksonville Transportation Authority, the Jacksonville Port Authority, JEA (formerly known as Jacksonville Electric Authority), and the Duval County Public Schools.
