Brian E. Clarke, Ombudsman
Brian E. Clarke is currently the Ombudsman for the City of Jacksonville. In this role, Mr. Clarke is responsible for handling disputes with businesses that have a contractual relationship with the City, by providing a safe and informal process to be heard, by way of conflict resolution and mediation.
Mr. Clarke is a Florida Supreme Court Certified Circuit Civil Mediator who received his BA degree in English from Hampton University, Hampton, Virginia. He further studied at Oxford University and the University of Bathe, Bathe, England. Brian received a Juris Doctor from the University of Florida, Levin College of Law. With a background in higher municipal government, he served in the capacity of Senior Advisor on Policy and Legislation to the former Mayor of the City of Miami, as well as in Legislative Affairs in Miami Dade County. In both capacities, Brian was regularly the chief negotiator and liaison with various elected local and state officials, as well as businesses and community groups.
Before transitioning into the position of Ombudsman, Mr. Clarke had a successful mediation practice, Clarke Mediation and Resolution Services, LLC, where he specialized in the areas of, Business/Corporate Contractual Disputes, Personal Injury, Insurance, and Foreclosures.

Angie Dixon, Assistant Ombudsman
Angie Dixon is currently the Deputy Ombudsman for the City of Jacksonville, a position she has held since June of 2009. In this capacity, Ms. Dixon works closely with city agencies concerning contract compliance, post-payment processes, conflict resolution and vendor performance.
Ms. Dixon joined the City of Jacksonville in December 2003 as a Performance Management Consultant/Trainer. Over the past four years, she has held a variety of positions including Equal Business Opportunity Specialist and Management Analyst in the Office of the Inspector General, her most recent position. Prior to joining the City of Jacksonville, Ms. Dixon served as a Project Manager over the Demutualization Initiative for Prudential Insurance Company of America.
Ms. Dixon holds a B.S. degree in nursing from the University of North Florida, and an MBA from the University of Phoenix.
A Jacksonville native, Ms. Dixon is certified as a County Mediator by the Supreme Court of Florida and has completed Supreme Court Training for Court Appointed Arbitration.

Maurice Martinez, Assistant Ombudsman
Maurice Martinez is currently the Mediator Consultant for the Ombudsman Office, a position he has held since July 2010. In this capacity, Mr. Martinez works closely with city agencies concerning contract compliance, post-payment processes, conflict resolution, and vendor performance.
Mr. Martinez joined the City of Jacksonville in August 2008 as a Land Management Agent for Public Works' Real Estate Division. Prior to joining the City of Jacksonville, Mr. Martinez worked as an assistant superintendent for Pulte Homes.
Mr. Martinez holds a B.S. in Leisure Service Management from the University of Florida and an A.S. from Florida State College of Jacksonville in Construction Management.
A Jacksonville native, Mr. Martinez is certified as a County Mediator by the Supreme Court of Florida.

Allison Miller, Assistant Ombudsman
Alison Miller is a Mediator Consultant in the Office of the Ombudsman for the City of Jacksonville. In this capacity, she works closely with contractors and vendors doing business with the City. As disputes arise, she reviews contract compliance, payment processes, vendor performance and City department action. She has a B.A. from Emory University and a M.B.A. and J.D. from Florida State University. She is a member of the Florida Bar. Ms. Miller has worked for the City of Jacksonville for seven years.

Laura Irving, Clerical Support Specialist
Laura Irving joined the City of Jacksonville in March of 2006. Prior to coming to the city, she served in the United States Navy from 1984-1987 and worked for JEA for three years as a billing specialist. She also has 8 years of banking experience at Bank of America. She has worked in the city as a CSA III in the treasury department for almost four years and is now support for the staff of the Office of Ombudsman as a Clerical Support Specialist. Ms. Irving is also commissioned as a notary public.
