Energy Efficiency and Conservation Block Grant 

As part of the American Recovery and Reinvestment Act of 2009 (the federal stimulus program), the Office of Energy Efficiency and Renewable Energy in the U. S. Department of Energy has allocated $7,891,500 to the City of Jacksonville, the second largest award for this program in Florida.

Strategy Presentation Made to Sustainability Team, Feb. 3, 2011

The city has now entered Phase II of the EECBG project which will include various programs approved by the Department of Energy. These include:

  • Audits/Retrofits - The City of Jacksonville will conduct professional energy audits (Level 1-3) that will yield recommended strategies to reduce consumption in our public spaces. These recommendations will be prioritized during the commencement of retrofits. Retrofits may include the installation of efficient lighting, HVAC replacement, energy management control systems, and occupancy sensors as well as the installation of an internet based consumption monitoring system for city facilities.
  • Waste Reduction - Includes a partnership with Duval County Public Schools to implement recycling and provide student kits for educational purposes. Additionally, the city will develop and implement an effective waste management pilot program for city buildings. This pilot will encompass the principal of zero waste, green purchasing initiatives and electronic stewardship initiatives. The pilot is expected to result in greenhouse gas savings of equal to 1748 tons of CO2e.
  • Clean Transportation - Includes the replacing of aging fleet vehicles with lower emission hybrid-electric or electric vehicles. Additionally, this program will fund 300 solar parking meters that will eliminate the battery replacement required in normal parking meters. This is estimated to provide energy savings of 1,375 MBtu annually and 98 mtCO2e in avoided greenhouse gases.
  • Community Energy Efficiency Initiatives - This program will include grants for area non-profit organizations and public institutions of higher learning to make energy efficiency upgrades to their buildings. This program will save up to an estimated 38,080 MBtu and 9,766 mtCO2e.
  • Clean Job Training - FSCJ will train 80 participants in energy efficiency job trades. These include: insulation installation, weatherization technicians, energy auditors/raters, solar energy technicians, alternative/renewable energy technologists and LEED technicians. These training programs will help lead the way in training individuals for the clean energy market. Go to FSCJ.org
  • Clean Energy Demonstration Program – This program will include the installation of a solar photovoltaic system and a geothermal heat pump at the Tree Hill Nature Center where students from North Florida can see clean energy technologies at work. Additionally, the Jacksonville Fire and Rescue Department will receive solar water heaters on 30 of its fire stations around Jacksonville. These projects will save an estimated 190 MBtu of energy and 49 mtCO2e in emissions.
  • Sustainable Programs - In coordination with JEA, the City of Jacksonville will launch a local Business Energy Challenge which will enable businesses to achieve greater energy efficiencies. In addition, the commercial sector will receive education and outreach as a part of this effort.
  • JEA Rebates - JEA offers residential homeowner rebates under the sustainability program. Homeowners can receive rebates, while supplies last, for solar hot water heaters and installation of weatherization improvements (i.e. attic insulation). Go to JEA.com
