The Housing Services Division (HSD) funds and administers programs designed to provide affordable housing opportunities and comprehensive housing services to low and moderate-income individuals and families within the City of Jacksonville.

Funding comes from the following sources: Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Housing Opportunities for Persons With AIDS (HOPWA) and Emergency Shelter Grant (ESG) Program.

The HSD seeks and encourages applications that address, but are not limited to, the following community needs:

  • housing rehabilitation
  • homeownership housing counseling
  • emergency shelter
  • gap financing, principle reduction and operating subsidies for affordable housing
  • activities that address the housing needs of persons with AIDS
