Housing Services offers assistance to low-income individuals who are looking to buy a home through various methods.

The Head Start to HOME Ownership (H2H) Program is an in-house down payment assistance program which targets individuals below the 120 percent area median income for Duval county.

Beginning Monday, December 5, 2016, the Housing and Community Development Division will accept new homebuyer applications. Homebuyers must choose from one of the participating lenders and apply through the lender. The participating lender will submit applications on behalf of the homebuyer. In addition to down payment assistance programs, Housing Services allocates and disburses funds to CHDOs (Community Housing Development Organizations) which provide various housing services to the residents of Jacksonville, including providing new or refurbished affordable housing.

Individuals who are approved by the H2H Program may choose to work with a CHDO to assist them in purchasing a home.
