Social Services

The Social Services Division offers programs and services that help people enjoy a better quality of life in the community, particularly those with special needs. Our services are designed for people with substance abuse and mental health issues, AIDS and HIV, victims of crime, and individuals in need of emergency financial assistance.

The Social Services Division has been serving Jacksonville since 1923 in various forms and under different names; it became part of local government in 1968 during Duval County's consolidation. The division administers and operates financial assistance, provides mental health and substance abuse referrals, in accordance with Chapter 28, Section 201, of the City of Jacksonville's Ordinance Code.

The Social Services Division provides vital funding to support eight State of Florida mandates, two city-mandated programs and four essential city services. The division contracts for mental health and substance abuse services, an indigent cremation/burial program, and homeless outreach services. The division's Emergency Financial Assistance Program addresses the shelter and utility needs of financially challenged households.  Rent, mortgage and utility assistance is provided on a short-term basis to eligible households to prevent evictions and homelessness. The division also oversees grants that provide a variety of social services to the community, including HIV/AIDS services, advocacy services for victims of crime and for the elderly and a specialized program for victims of domestic violence.

The division has provided a Victim Services Center for the community since 1986. The mission of the Victim Services Center is to provide quality, comprehensive services to crime victims and their significant others, to reduce victims' trauma and facilitate their recovery from the impact of victimization while advocating for their welfare and rights to fair treatment.  The Center assists victims and their support systems to understand the effects of victimization, begin the stabilization process and apply for compensation assistance.
