A. General Information

The inspection process is critical to the construction process and is performed to verify that construction is completed in accordance with state and local building codes and ordinances.

It is the permit holder's responsibility to request all required inspections. It is unlawful to not request a required inspection or to cover up a failed inspection.

Prior to any inspection being performed, the permit and the filed Notice of Commencement (NOC) must be posted on the job site. Construction documents must be available on the job site and maintained in a weatherproof container and must be legible.

In addition, a copy of the filed NOC (with permit number indicated) must be submitted to the Building Inspection Division prior to requesting any inspections. A filed copy of a NOC may also be faxed to (904) 255-8553.

If you fail an inspection, a $45 reinspection fee must be paid at the Building Inspection Division. All fees must be paid prior to the request for a final inspection and the issuance of a Certificate of Occupancy or Completion.

B. Automated call in system

The Automated Inspection Response System (AIRS) is an Interaction Voice Response (IVR) system for callers to use a touch-tone telephone to schedule, inquire or cancel inspections, or request a copy of a Certificate of Occupancy or a Certificate of Completion.

The Automatic Inspection Response System is available seven days a week, 24 hours a day. Inspections request made before midnight will be scheduled for the next working day.

Call (904) 630-0254 and you will be prompted to select one of the following:

  1. Schedule an inspection
  2. Cancel an inspection
  3. Inquire on an inspection result
  4. Inquire on scheduled inspection
  5. Copy of a Certificate of Occupancy or Certificate of Completion

If at any time the Automatic Inspection Response System is inoperable, call the regular inspection telephone number at (904) 630-1100 option 4 between 7 a.m. and 4 p.m. Monday through Friday.

  • Schedule an inspection:
You will be asked to enter the permit number, type and year. Once your request has been approved and processed you will be given a confirmation number. Please record your confirmation number, as it will be needed to request information or cancel the inspection.
  • Cancel an inspection:
In order to cancel an inspection through the Automated Inspection Response System (AIRS), the inspection must have been processed through AIRS. You may cancel an inspection by calling (904) 630-0254 up to 12 a.m. the night before the scheduled inspection. To cancel the inspection through AIRS, simply enter the confirmation number given during scheduling of the inspection or the permit number.
  • Inquire on an inspection result for a scheduled inspection:
You may inquire by either entering the permit number/type/year or by the confirmation number.

Permit Types:
1. Building
2. Electrical
3. Mechanical
4. Plumbing
5. Mobile Home
6. Signs
7. Fire
8. Roofing
9. Site/Tree

C. Internet Access

The general public and licensed contractors have access to permit and inspection information. Anyone can inquire on permits through http://buildinginspections.coj.net Licensed contractors must request a user name and password, to utilize permitting over the Internet, which will allow them to pay for permits and reinspection fees without having to come into the office. Instructions for obtaining that authority are contained within this Web site.

Scheduled inspections can also be tracked over the Internet. Go to http://buildinginspections.coj.net and search by either permit number, confirmation number or address. You will be able to verify inspection results as they occur thanks to the hand held mobile units that are now being used in the field by our inspectors, or determine approximately when your inspection should occur, if not already completed.

D. Required Inspections

Required inspections will be determined at the time the permit application is reviewed. The permit holder will receive a listing (see attached) of required inspections at the time the permit is issued.

NOTE: It is the permit applicant's responsibility to obtain all inspections required by law. If the city fails to list all inspections required by law, this does not relieve you of your responsibility.
