The City of Jacksonville, Planning and Development Department, Community Planning Division has initiated a review of the 2030 Comprehensive Plan. Comprehensive planning is intended to be a continuous and ongoing process and as such regular updates are necessary to reflect changes in state and local requirements and conditions and to identify major issues regarding the community’s achievement of its goals.  The review will include an assessment based on the following topics:
  • Population growth;
  • The extent of vacant and developable land;
  • The financial feasibility of implementing the comprehensive plan;
  • The location of existing development in relation to the location of development as anticipated in the plan;
  • Identification of major issues for the City;
  • Assessment of whether the plan objectives within each element, as they relate to major issues, have been achieved;
  • Brief assessment of successes and shortcomings related to each element of the plan;
  • Identification of any actions or corrective measures, including whether plan amendments are anticipated to address the major issues identified and analyzed in the review;
  • Assessment of coordination of the comprehensive plan with existing public schools; and
  • Assessment that all elements included in the Comprehensive Plan are consistent with each other.
The review and resulting recommendations will be incorporated into a document for presentation to the City Council.  Upon City Council approval of the recommendations the Planning and Development Department, in coordination with the subject matter experts from each agency of the City of Jacksonville, will draft text changes to the 2030 Comprehensive Plan.

A Comprehensive Plan Major Issues Committee has been established in order to identify major issues for the City. The Committee consists of eight members who served on the Office of Mayor Lenny Curry Transition Teams Subcommittee and the Blueprint for Improvement II Task Force on Consolidated Government and one member of the City Council.
