School concurrency ensures coordination between local governments and school boards in planning and permitting developments that affect school capacity and utilization rates. School concurrency is implemented in accordance with the Interlocal Agreement for Public School Facility Planning which has been entered into by the municipalities within Duval County (the cities of Jacksonville, Jacksonville Beach, Atlantic Beach, Neptune Beach and the Town of Baldwin) and the Duval County School Board. Policies related to school facility planning and school concurrency implementation are also incorporated in to the Public Schools and Facilities Element (PSFE), Capital Improvements Element (CIE) and Intergovernmental Coordination Element (CIE) of the 2030 Comprehensive Plan.

The Concurrency and Mobility Management System Office (CMMSO) reviews applications for school concurrency in accordance with Chapter 655, City of Jacksonville Ordinance Code.
