Right of Way and Grounds Maintenance
The Right of Way and Grounds Maintenance division plans, builds and maintains the streets, highways and drainage facilities and their landscapes. It maintains traffic control devices, including railroad crossings, and maintains landscaping at public buildings, streets, parks and other public sites. It helps avoid wasteful duplication of efforts by coordinating the efforts of all agencies concerned with streets and highways.
The division has four area offices located in Jacksonville.

Terry Theriault has served the City of Jacksonville for more than 14 years. He began as a Professional Engineer in the Contract Administration Section of Engineering Division. In 2000, Theriault was promoted to engineer manager responsible for providing engineering and contract support to maintenance, repair and construction operations within the Streets and Drainage Division. He was appointed chief of the Right-of-Way and Grounds Maintenance Division and City Highway Engineer in November 2009. Prior to working for the city, he was a Civil Engineer Corps Officer in the U. S. Navy where he was involved with maintenance, engineering and construction of facilities, utility systems and other structures at several U. S. Navy activities throughout the United States. He holds Bachelor of Science in Civil Engineering and a Master of Engineering degree from the University of Florida and is a licensed professional engineer in Florida and Kentucky.
