The Metropolitan Jacksonville Area HIV Health Services Planning Council (Planning Council) seeks nominations from individuals interested in serving on the Planning Council.
The Ryan White CARE Act of 1990 as amended in 1996, 2000, and again in 2006 under the Ryan White HIV/AIDS Treatment Modernization Act requires planning councils to use an open nominating process when recruiting new members. The Mayor of the City of Jacksonville appoints all members to the Planning Council.
The Planning Council is responsible for assessing the needs of persons living with HIV/AIDS, prioritizing services and allocating funds in support of those services, developing a comprehensive service plan to meet identified needs, and evaluating the efficiency of the administrative agency in distributing funds.
Planning Council members are required to serve on at least one standing committee. There are seven (7) standing committees:
Executive--ensures orderly and integrated progression of the Planning Council committee work, plans future activities, and approves the Planning Council budget when it is impractical to convene the full Planning Council.
Bylaws--reviews and updates the bylaws as necessary and at least annually.
Priority and Allocations--establishes service priorities and allocations to Part A services' categories, regularly assesses the efficiency of the administrative agency in rapidly allocating/reallocating funds, and provides input to the Planning Council as a whole.
Coordination--serves as a communication link between the Planning Council and the Ryan White Part B Consortium. The four (4) subcommittees of the Part A and Part B Coordination Committee are:
Joint Eligibility which reviews and makes recommendations regarding eligibility for Ryan White services in Area 4 (Baker, Clay, Duval, Nassau, and St. Johns Counties);
Needs Assessment which identifies needs and barriers to care for individuals affected by HIV disease;
Comprehensive Planning which oversees the development and implementation of a comprehensive plan for Area 4; and
Pharmacy and Therapeutics which reviews the Ryan White (Medicaid) Formulary.
Nominating--recommends candidates for vacancies to the Planning Council as outlined in the open nominations operating procedures, and provides nominations for officers of the Planning Council.
Grievance--resolves complaints relating to matters within the Planning Council's jurisdiction in accordance with Article XIV.
Women, Adolescents, and Children with HIV--develops recommendations to address the issues of women, adolescents, children and family centered care.
Planning Council members must adhere to conflict of interest standards, which require disclosure of financial interest of HIV/AIDS service providers and other health and social service providers. This process is repeated at least twice a year. Candidates applying for membership will be required to complete a conflict of interest disclosure form.
The Planning Council meets on the fourth Thursday of the month in the Conference Room of 1809 Art Museum Dr., Suite 100 in Jacksonville, FL 32207 at 4:00 p.m., except November and December when it meets the third Thursday of the month. In accordance with federal requirement, planning councils must reflect the demographics of the population of individuals with HIV disease in the area. People infected and affected, including caregivers of minors with HIV/AIDS, are encouraged to apply for membership and attend Planning Council and committee meetings.
