Public Service Grant Program

The Public Service Grant Program (PSG) contracts with non-profit agencies to equip residents with necessary tools to facilitate their well being through intervention, education and opportunity. Previous agency performance, as evidenced by successful quality assurance reviews, is used to determine the providers selected to furnish measurable services that will improve the quality of life for Jacksonville's eligible residents in need.

FY 2013 Public Service Grant Online Application Training

  • Training Dates in the Ed Ball Building's 1st Floor Training Room, 214 North Hogan:
    • Friday, Feb 17, 2012, 10 a.m. - 12 p.m.
  • Computer Lab Dates at City Hall, 117 W. Duval St., Mezzanine Floor, Room 540. Seating is limited and pre-registration to attend a computer lab is required by contacting Sandy Arts at 630-1212 ext. 4545.
    • March 6, 2012 from 10:00 AM - 12:00 PM
    • March 8, 2012 from 3:00 PM - 5:00 PM

  • FY 2013 Public Service Grant requests must be submitted using the on-line application by 5 p.m. eastern standard time, March 15, 2012.

Public Service Grant Mandatory Requirements

  • Grant recipient must be in operation a minimum of three years.
  • Grant recipient must be a 501 (c) (3) organization, a Florida not-for-profit corporation or governmental agency at the time of application.
  • All requesting agencies must operate programs that tangibly affect and improve a Priority Population*.
  • A Public Service Grant cannot account for more than 24 percent of the recipient's annual revenue averaged over the three previous years.
  • Grant recipient must agree to the terms and conditions of the Public Service Grant Contract.
  • Grant recipient must be current with all prior fiscal year Public Service Grants and Council Auditor's Office reporting, if applicable.
  • Proposed programs are not designed to benefit children's services.
  • Proposed program budgets do not include capital projects.
  • A single audit is required with the Public Service Grant application, if the request is in excess of $100,000.
  • The agency must perform services or operate programs in Duval County.
  • The proposed program must directly serve the people of Jacksonville.
  • Proposed cultural programs are not eligible.
  • Proposed programs for economic development are not eligible.
  • The requesting agency shall be in compliance with all applicable Federal, State and local laws, rules, regulations and ordinances.

2012-2013 Priority Populations
1. Homeless persons and families.  The services to be rendered by the recipients to this population shall pertain to one or more of the following areas:  served meals, shelter, case management/ information and referral.  The homeless definition to be used will be the federal definition of homeless as contained in Title 42, Chapter 119, Subchapter I, Section 11302 of the United States Code.

2. Low-income persons and families. The services to be rendered by the recipients to this population shall pertain to one or more of the following areas:  food, case management/ information and referral, health care, legal assistance, work force development, community organizing, education and emergency financial assistance. The low-income definition to be used will be the Community Development Block Grant program requirements for Duval County, Florida.

3. Victims of abuse and neglect.  The services to be rendered by the recipients to this population shall pertain to one or more of the following areas:  shelter, case management/ information and referral.

4. Adults with physical, mental and behavioral disabilities. The services to be rendered by the recipients to this population shall pertain to one or more of the following areas:  shelter, case management/ information and referral, health care, workforce development.

**Public Service Grants to Serve Priority Populations.  Public Service Grants made by City Council shall be used to exclusively serve Priority Populations.
