Bill 2017-695, introduced by Councilman Garrett Dennis, to refund fees incurred by property owners after Hurricane Irma, was approved unanimously by City Council. The legislation will provide refunds to property owners for certain city-related building inspection division fees in connection with permit applications made from September 11, 2017 through December 31, 2017 for re-roofing (non-structural roofing material repairs) and certain electrical service repairs on existing structures damaged by Hurricane Irma.

If you or your contractor were required to obtain a roofing or electrical permit for the work listed below, you can get a refund for the permit fee:
  • Roofing permits for reroofing or non-structural roof repairs (does not include building permits for structural repairs)
  • Electrical permits for service repairs to the owner’s side of the electrical service point of overhead electrical connections on existing structures  

Eligibility:

  • Damage resulting in the need for a roofing or electrical permit must have been caused by Hurricane Irma.
  • All property owners are eligible. Permit fee will be reimbursed directly to property owner.
  • Permit fee (not State surcharge Fee) will only be refunded for permits which were applied for between September 11, 2017 and June 30, 2018.
  • All complete Request for Refund Affidavits must be submitted no later than 5:00 p.m. on August 31, 2018.
  • The Chief Building Official for the City of Jacksonville shall have final authority whether or not to grant a refund requested.
