This constitutional office is responsible for the collection and distribution of taxes, fees and service charges as required by local ordinance and state statute, including but not limited to property taxes, local business taxes, driver’s license/ID cards, vehicle/vessel tags, titles and registrations.
In 2009, over 2 million transactions were processed and over $1.9 billion was collected and distributed to various city, county and state agencies. This is a 37 percent increase from fiscal year 2006. During this same time period, the Tax Collector decreased the number of employees by 12%.
The Tax Collector’s Office has 244 authorized positions in three divisions: Current and Delinquent Taxes, Branch Operations and General Operations.
Mike Hogan is the Tax Collector for Duval County and was elected in 2003.
During the fiscal year 2011 budget process, the Tax Collector:
- Reduced the overall budget by 4 percent.
- Reduced salaries across the board by 2 percent.
- Reduced travel and training expenses by 63 percent.
- Reduced equipment rentals by 53 percent and repairs and maintenance expenses by 14 percent by joining the copier consolidation program.
- Reduced internal service charges by 10 percent.
- Eliminated one fleet vehicle.
