Equal Business Opportunity/Contract Compliance Division

This division creates opportunities for certified small businesses through the following methods: assessing procurements for goal participation, providing training, providing education and mentoring programs, facilitating the Access to Capital and Bonding Assistance programs, providing certification services and providing various support services for the small business community. It advocates for small businesses by ensuring compliance with Jacksonville Small and Emerging Business (JSEB) program goals on all city projects. The staff of 4 employees works to promote Jacksonville’s economic growth by administering the JSEB program.

Equal Business Opportunity presentationSince implementation, the JSEB program has resulted in contract awards to small businesses in excess of $250 million and has awarded Access to Capital loans in excess of $2.3 million from a loan pool of $1.2 million.

In addition to the provision of JSEB certification, the Equal Business Opportunity & Contract Compliance Division provides Section 3 HUD certification services.
