Human Resources

This division assists agencies, departments and employees in a wide range of personnel services starting from the hiring of qualified candidates through career management and when necessary, separation from employment. Its staff of 71 employees provides the following services:
  • Career Development – emphasizing the Leadership Development Academy and the soon-to-be-launched Executive Leadership Academy.
  • Organizational Support – proving vital day-to-day transactional services for critical agency and departmental support and employee records.
  • Data Management – providing accurate data reports as well as ensuring all employee records are up to date.
  • Labor Relations – managing labor activities with all the city’s bargaining units.
  • Talent Acquisition – recruiting high quality candidates to fill city vacancies and performing new hire processes required by state and federal law.  
  • Employee Benefits – developing and administering employee benefits including insurance plans for health, life, dental and vision coverage for all city employees and retirees, some state retirees, employees of constitutional officers, and other outside agencies; managing four flexible spending accounts; providing assistance with deferred compensation and defined compensation programs; and managing a robust wellness program.

The Human Resources Division’s budget is $102,353,940.

The Human Resources Division’s budget was $95,307,967.

A trainer with a flip chart teaches a class.Almost 1,100 city employees have enrolled in the Leadership Development Academy, a program designed to fulfill training needs that were identified as necessary for our supervisors. The goal is to provide courses that will enhance supervisory skill levels through continuous learning.
