Director/Council Secretary

 The Office of the Council Secretary and its 44 employees support the 19-member legislative branch of government in the areas of Administrative Services, Legislative Services, and Research. In addition, the office oversees the work of the Tourist Development Council and the Value Adjustment Board. 
  • The Director’s Office oversees the department activities and supports the Value Adjustment Board and the staff of the Tourist Development Council. 
  • Administrative Services performs the administrative functions for the City Council. 
  • Legislative Services is responsible for the legislative process. It prepares and files bills, creates meeting agendas, maintains lobbyist records and other public records. 
  • Council Research conducts analysis and research required for the preparation of bills and proposals. It prepares bill summaries, maintains search records, drafts resolutions and prepares press releases and official correspondence. 
  • Tourist Development Board is the governing body that oversees the collection and distribution of the local-option tourist development tax authorized to counties by Florida Statutes. 
  • Value Adjustment Board reviews appeals from decisions made by the Duval County Property Appraiser. VAB jurisdiction includes appeals of property value assessments, exemption denials, agricultural (greenbelt) classification denials, and portability appeals, among others.
