Office of the Director/Fire Chief

 The Office of the Director/Fire Chief is responsible for managing all of JFRD’s divisions. In addition, the office oversees human resources, payroll, administrative, budgeting and planning functions. It also provides media relations support, a speakers bureau, health and wellness logistics, technological advancement and quality control. The office has 13 employees.
 
The Office of Director/Fire Chief also developed and is responsible for JFRD’s 10-year strategic plan, which outlines how to match JFRD’s resources with Jacksonville’s growing public safety demands. The overall goal is to reduce response times to emergencies. The plan, known as the Fire Study Report, calls for additional fire stations, personnel, equipment and fire and rescue apparatus. Recent budget constraints have postponed the plan’s progress, so JFRD is focused on producing the best results possible with the resources it has.

The Office of the Director/Fire Chief’s budget is $2,824,638. 
 
 
2010 Budget:
The Office of the Director/Fire Chief’s budget was $2,542,445.

Fire and Rescue employees monitor an emergency in a communications center.The Jacksonville Fire and Rescue Department has a new leader. Dr. Charles E. Moreland was selected as Director/Fire Chief in November 2010. The Jacksonville native is a 20-year veteran of JFRD and most recently served in JFRD’s Administration as the Division Chief of Rescue. Over the years, Moreland has earned numerous professional certifications and advanced degrees, including a Doctorate of Education and a Master of Public Administration from Nova Southeastern University. His rookie assignment with JFRD was as a member of the Hazardous Materials Team at Station 7 just north of downtown.
