Housing and Neighborhoods


The Housing and Neighborhoods Department ensures affordable housing for those who require assistance, funds activities to redevelop blighted areas and administers the Northwest Jacksonville Economic Development Fund and the Jacksonville Housing Finance Authority. It coordinates outreach efforts throughout Jacksonville’s many neighborhoods, and department staff members build communication with and within neighborhoods so that residents may meet common goals.
 
The department consists of:
  • Office of the Director – Oversees all operations of the department, including administering and managing Jacksonville’s housing and community development programs. In addition, staff members provide financial and compliance services to the Housing and Neighborhoods Department. 
  • Community Development Division – This division rehabilitates and redevelops blighted areas and works to responsibly relocate families displaced by these activities. 
  • Housing Services Division – This division manages housing-related initiatives to support affordable housing for low- and moderate-income people. 
  • Jacksonville Housing Finance Authority– The Authority addresses affordable housing needs in the city by stimulating construction and rehabilitation of housing through the use of public financing. 
 
2011 Budget:
The total budget, which includes Federal and State Grants is $13,455,673.
The General Fund - GSD transfer is $275,375
 
During the fiscal year 2011 budget process, the Housing & Neighborhoods Department:
Reduced cell phone usage by 90 percent  
  • Reduced office supply expenses by 40 percent  
  • Reduced copier contract fees by 60 percent  
  • Reduced professional services by 20 percent 
  • Eliminated 100 percent of all travel and outside training expenses 
 
Additionally, the Jacksonville Housing Finance Authority:
  • Decreased personnel expenditures by 14 percent
  • Eliminated 100 percent of part-time hours used for monitoring compliance
 
2010 Budget:
The total budget, which included an Other Fund and Special Revenue Fund for the Housing Department, was $52,489,701.
The General Fund - GSD transfer was $269,268.
