Office of the Director
The Office of the Director provides finance and compliance services to the entire Housing and Neighborhoods Department. The director of the department also serves as the executive director of the Jacksonville Housing Finance Authority.
This department manages housing-related initiatives to help support affordable housing for low- and moderate-income people. This is done through public and private partnerships that provide funding for rental and utility assistance, emergency shelter for the homeless, debt counseling, homebuyer readiness counseling, home renovation/repair services for qualified homeowners and acquisition/rehabilitation for vacant and deteriorated homes.
This office also fosters and oversees town center initiatives and coordinates the activities of six Citizen Planning Advisory Committees. The Director’s Office also provides staff support to the Housing Finance Authority, which issues mortgage revenue bonds for affordable residential housing.
The Housing and Neighborhood Department has an overall budget of $14,231,030. Much of that money comes from a variety of federal, state and industrial grants. Of the total budget, $275,375 comes from the city’s General Fund – GSD transfer. It is used to fund four salaries. The remaining 32 employees are paid through grant funds. Over the last year, the department lost six positions.
