Kelly H. Papa joined the Office of the General Counsel in March 2013.   Prior to joining the Office of General Counsel, Ms. Papa worked at her own law office.  She was a sole practitioner specializing in bankruptcy, criminal (state and federal), civil and family law.  Attorney Papa handled complex litigation involving mediations and multi-week trial practice.  Prior to opening her own practice, Ms. Papa worked at the Office of the Public Defender managing difficult cases involving civil commitment, sex offenses, drug trafficking and felonies.  She was also a member of the "Special Defense" team.  This team handled the more complex cases such as multi-count drug trafficking, sexual battery, kidnapping and child abuse.

Ms. Papa received a Bachelor of Arts Degree, from the University of Michigan in 1994.  She obtained a Juris Doctor Degree from Florida State University in 1999.

Attorney Papa is a member of the Florida Bar and the Middle District of Florida.
