Mayor Appoints Directors for Three City Departments

Leadership Announced for Planning & Development, Public Works and Employee Services

Continuing his commitment to recruiting and retaining top talent to serve and support the citizens of Jacksonville, Mayor Lenny Curry named three directors to the Public Works, Planning & Development and Employee Services departments.

“Every great organization has one thing in common – a team of qualified and dedicated employees,” said Mayor Lenny Curry. “Each of the individuals I appointed today brings a tremendous amount of experience to City Hall that I’m convinced will strengthen many of our most critical areas. I look forward to great progress over the next few years.”
William Killingsworth returns to Jacksonville to serve as the director of the Planning & Development Department. Killingsworth previously held this position for the City of Jacksonville from 2009 to 2011, after serving for two years as Chief of the Community Planning Division. Most recently, Killingsworth served as director of Community Development for the Florida Department of Economic Opportunity. His salary will be $135,000.

Folks Huxford, who served as director of Planning & Development since May, will return to the role of Chief of Current Planning. Huxford’s experience and leadership will help strengthen the operations and effectiveness of the planning team. He has served in the City’s Planning & Development Department since 1997. Huxford’s salary will be $115,000.

John Pappas has been appointed director of the Public Works Department. Pappas has served in the City’s Public Works Department since 1985, most recently as a Director of Operations, who oversaw the Right of Way & Stormwater Maintenance, Mowing & Landscape  Maintenance, Public Buildings, and Solid Waste divisions. His salary will be $147,000.

Kelli O’Leary has been reappointed as director of Employee Services. O’Leary was originally appointed in 2014, and has more than 10 years of experience as a human resources executive. Her salary will be $135,000.
